Odisha Finance Service (OFS) is a State Cadre Service which occupies a unique space in the domain of public administration and financial management over approximately 60 years of its existence in the state of Odisha and over such long period of time it has rendered extremely useful services to the State Government in the domain of financial management. This cadre is a specialised branch of civil services whose broad objective is to manage finances of the State prudently and to ensure that profligate spending is minimal to the maximum extent. Today, with strength of around 900 officers, the OFS is blooming with new ideas and youthfulness. Fifty percent of the posts in OFS Group ‘A’ (Junior Branch), i.e the feeder cadre of the Service, is filled up by direct recruitment through Combined Competitive Recruitment Examination conducted by Odisha Public Service Commission, in accordance with the Orissa Civil Services (Combined Competitive Recruitment Examination) Rules 1991.

On appointment against a substantive vacancy, an officer is placed on probation for a period of two years. Every person appointed to Orissa Finance Service Group ‘A’ (Junior Branch) of the service, shall during the period of probation or appointment against a vacancy of temporary nature pass the Departmental Examination prescribed by the Government from time to time. Every person appointed to Group ‘A’ (Junior Branch) of the Service by way of direct recruitment has to complete one year Induction Training during the period of probation at Madhusudan Das Regional Academy of Financial Management. On successful completion of probation period, one year Induction Training and on passing the prescribed Departmental Examination, an officer gets confirmed against a substantive post.
